Why do you need the renewal levy?

  1. The Clark County senior population continues to grow-32% (42,000)of Clark County is 55 and better today, will be 36% (49,000) of Clark County population by 2030.

  2. As the older population grows, so does the demand for the services USS provides, including Meals, transportation, home care and maintenance, respite and more.

Who will benefit?

“Senior services” is for all of us and pivotal to the health and well-being of all Clark Countians, including everyone who is older or cares for someone who is.

What do you do?

  • USS is the focal point for senior services for Clark County. We have been in business since 1968 as a countywide private non-profit organized for the benefit of serving older people.

  • Our original and legal name is Elderly United. We do business as United Senior Services, and USS.

  • Our mission is to support older adults to live active, involved lifestyles and live independently.

  • USS is funded by the Clark County Senior Service levy, federal and local grants, donations, and activity fees.

SERVICE – We help people maintain their independence with many supportive services, such as Meals, Transportation, Homemakers, personal care aides, respite care, Chore, and protective services. These services are available to all senior citizens in Clark County based on need. They are delivered in the home and account for ~75% of the USS annual budget. We provide one or more services to approx. 3800 Clark County seniors today. You do not need to be a member to access service.

What services have/will you increase?

All of our services have and will continue to grow with the passage of this levy. The pandemic slowed our progress but we have expanded meals services, transportation, lawn mowing, home maintenance, and repairs, homemakers, personal care aides and in-home respite. We continue to add new services where we identify barriers to successful aging, such as home modifications, social support groups, educational offerings.

PROGRAMS – People use our centers to maintain and improve their health and socialize with their peers, with fitness, education, and recreation at our centers around Clark County. Our centers are available to all seniors in Clark County and more than 4200 people are members.

What recreational programs have/will you increase?

Fitness opportunities are the most popular offering at our centers and continue to grow, followed by aquatics. Also popular are exercise classes, lifelong learning, and recreation (especially Pickleball) at our centers.

How much will this 1.4 renewal levy cost me?

It will continue to cost homeowners $49 a year for a $100,000 home.

How many people are eligible for USS?

All Clark County older adults are eligible for USS. You must be 55+ to participate at USS centers and 60+ to be eligible for services. Today 42,000 Clark County residents are age 55+, or 32% of the county population. By 2030, 49,000 Clark Countians will be age 55+, 36% of the county population.

Do you receive federal money?

Yes, USS receives federal subsidies for our in-home services including meals, transportation, in home care, case management, respite, and home modification and repairs.

Who is this levy collected from?

All Clark County property owners, except those who are exempted.

Is this an income levy or property levy?

Since 1989, the senior service levy has always been a property tax.

What about the Homestead exemption?

In Ohio, the Homestead exemptions are available for people who are disabled or 65-years-old or more and low-income.

You have cash reserves, why should I support this?

USS manages a program reserve to service our mortgage. Sustainability is a core value. We recognize the importance of being here for the future.

Will HB 1 affect the senior service levy?

Not at this time.
